Welcome to KWARTIERGENOTEN

An initiative by and for residents of the Olympic Quarter in Amsterdam.

KWARTIERGENOTEN is an initiative to better connect residents in our neighborhood and to build a strong, engaged, and resilient community together.

Sometimes a connection arises simply from running into each other. Sometimes it arises because there is a concrete reason to take something up together.

For us, that primary reason is the theme of being prepared for emergencies.

The government asks residents to better prepare for situations such as prolonged power outages, water outages, or other disruptive circumstances. We believe that as a neighborhood, you are stronger when residents know each other, know where help is needed, and can utilize each other's knowledge and skills.

That is why we are starting our first joint project: setting up local emergency relief points within the Olympic Quarter.

We are starting in Block 1 – De Winnaar. If this approach works well here, we want to involve the rest of the Olympic Quarter as well, together with residents from the other blocks. The first discussions regarding this are already underway.

Step-by-step plan for setting up an emergency plan


Step 1
Drafting the invitation, questionnaire, and initial approach.

Step 2
Residents have until June 7, 2026, to complete and submit the forms .

Step 3
: Inventory the support requests and skills present within the building and record this data analogously in a physical emergency folder.

Step 4
Small working groups discuss practical solutions for anticipated emergency situations, by theme.

Possible themes are, for example:
Communication (contact points, emergency kit)
Safety (protection of property, dealing with aggression, assistance to vulnerable residents)
Electricity and heating
Water (drinking water, toilets)

Step 5
: In dialogue with Het Kwartier and involved professionals to see how we , as a building and neighborhood, can better prepare for emergency situations and disasters, with the premise that we want to be as self-reliant as possible in the first instance.

Step 6
Drafting an emergency plan and a physical emergency folder containing important information, stored with two residents who are willing to help coordinate in the event of emergencies.

Step 7
Organize a meeting for residents of De Winnaar to discuss the outcomes together and consider next steps.

Step 8
Share our approach and experiences with coordinators of other buildings in the neighborhood and support them in setting up a similar initiative.

Step 9
In conversation with the municipality, together with representatives of
various buildings in the neighborhood, to present the emergency plan and to explore whether we can jointly set up a pilot for a neighborhood emergency point .
